The City of Ghent in Blegium and the Public Center for Social Welfare (OCMW) announced Monday that the organisations have completed the build-out of a public cloud-based HR platform

The City of Ghent in Belgium and the Public Centre for Social Welfare (OCMW) announced Monday the completion of the build-out of a public cloud-based human resources platform in a bid to improve training and performance management across the departments.

The HR system, built by Accenture, implements SAP’s human capital management platform, SuccessFactors, which was acquired by the German software giant in 2011.

“This is the first stage in a larger e-HRM-project, which aims at making the HR processes fully digital. Next to training and evaluations, the project includes the actual personnel administration, the organisation management, the payroll system and the data sharing with the social services,” the City said in a statement.

The platform is being operated by Digipolis, a private sector partner of the local government that already manages IT systems for the city administrations, OCMW agencies, police and the city’s education system

“As an integral part of their digital IT strategies, cloud can make public services more responsive, more flexible, more scalable and more cost effective,” said Hendrik De Wilde, managing director for Accenture’s health & public service department.

“As the City of Ghent and OCMW have demonstrated, cloud is now ready to power the public sector’s future innovations,” he said.

The City of Ghent and the OCMW migrated HR data on over 6,000 employees to the public cloud platform such as training history, and combine it with information on available training programme.

De Wilde said the platform helped lower the City’s capex and made its HR outfit more flexible and mobile within a context of thinning public sector budgets.
